The New York Post reported during the 2025 race that Mamdani's campaign had received contributions connected to foreign addresses and that the campaign said non compliant donations would be returned.

A foreign address is a warning sign, not a final legal finding by itself. The FEC says committees should make further inquiry when a contribution indicates a foreign address or foreign bank connection.

What the law says

Federal law bars foreign nationals from making contributions, donations, expenditures or disbursements in connection with federal, state or local elections.

The FEC defines a foreign national to include a person who is not a US citizen and not lawfully admitted as a permanent resident. Green card holders may contribute.

Campaigns are expected to review warning signs and return or disgorge money that cannot lawfully be kept.

What to check

Check whether the donor was a US citizen or permanent resident, whether the campaign had actual knowledge of foreign national status and whether the money was refunded.

Check the CFB filings and any final audit material rather than treating a campaign attack or headline as the legal outcome.

If an enforcement body issues a finding, that finding is the record to use.
