Mayor Mamdani, Governor Hochul and the MTA announced a joint feasibility study for a thermal energy network around the Chambers Street and Brooklyn Bridge City Hall subway complex. The idea is to capture heat that builds underground in summer, store it below ground and use it to help heat nearby public buildings in winter.
The public buildings under consideration include the David Dinkins Municipal Building, Tweed Courthouse, Surrogate's Court and City Hall. The concept would use circulating pumps, pipes and boreholes extending about 500 to 600 feet below ground.
This is not an installed cooling system and officials have not promised a precise temperature reduction. MTA Chair Janno Lieber said the study will determine how much cooling and energy saving might be possible. Mamdani said feasibility should be confirmed by the end of 2026, with design work potentially beginning in 2027.
The announcement also covers a separate comprehensive renovation of the Chambers Street J and Z station funded through congestion pricing revenue. That work includes structural repairs, fixes for leaks, stair and door repairs, lighting, security cameras and restoration of historic finishes.
How the heat network could work
Subway platforms collect heat from outside air, train braking, electrical equipment and air conditioning systems on trains. The proposed network would move some of that heat through a loop connected to boreholes and nearby buildings.
In winter, stored heat could reduce the steam and other energy needed to warm the municipal campus. In summer, removing heat could make the platforms less severe for riders. Officials described this as the first use of this type proposed for an American transit system.
The location may help because the station complex sits directly below large public buildings and contains unused platform space. Those advantages still need engineering, cost and construction tests.
What remains unproven
The study has not established how many degrees the platforms would cool, how much energy the buildings would save, what the network would cost or when riders would feel a difference.
Officials said even a reduction of a few degrees could matter during the hottest days, but they did not present that as a guaranteed result. The scheme should therefore be judged first on the published feasibility evidence, then on any funded design and construction plan.
The renovation and the heat study are related announcements but different projects. Structural repairs at Chambers Street can proceed while the thermal network remains under study.
